Fuel itself is just a modular execution layer. It was built to run as a rollup, but can theoretically be run in any configuration.
Fuel Ignition, our first chain, will be deployed as a rollup settling on Ethereum and using Ethereum 4844 for DA.

PoA consensus is used to run the chain as a centralized independent chain, used for early testnets.

You can query any node normally

Rollups (like Arbitrum, Optimism, etc) do not need consensus mechanisms, as they use the L1 for consensus. Fuel will be similar.
